Job Description:

Role Mandate

Build and lead a lean, reliable and audit-ready execution function responsible for delivering approved school infrastructure and transformation projects safely, on time, within budget and to verified completion across multiple states.

Role Purpose

Own the end-to-end delivery of multiple school infrastructure projects, from execution-ready handover through construction, quality assurance, certified completion, handover and defect closure.

Establish standardised delivery processes, regional execution capacity, reliable contractor networks and robust project controls to enable the organisation to scale its infrastructure programmes with minimal routine dependence on senior leadership.

Key Responsibilities

1. Portfolio Strategy, Capacity & Multi-State Delivery

Translate approved school infrastructure projects into integrated state-wise delivery plans, resource forecasts, critical paths and achievable milestones.

Allocate responsibilities across Project Managers, site engineers and vendors based on geography, project complexity, workload and execution risks.

Validate delivery capacity and vendor readiness before making commitments. Ensure mobilisation proceeds only after the necessary scope approvals, resources, authorisations and financial clearances are in place.

Lead weekly progress reviews, cross-project planning, recovery planning and site-verification visits.

Establish appropriate local supervision for projects requiring continuous technical presence.

2. Technical Execution, Contractor Management & Quality

Lead execution across construction, repairs, refurbishment, finishing, water, sanitation and hygiene (WASH), basic MEP, furniture, equipment readiness and school transformation activities.

Review BOQs, drawings, technical specifications and site measurements in coordination with Planning & Budgeting and qualified technical consultants.

Ensure workmanship, material quality, construction safety, environmental compliance and adherence to technical standards.

Oversee contractor prequalification, tender evaluations, comparative assessments, value-for-money decisions and performance management in coordination with Procurement.

Maintain transparent vendor records and ensure timely corrective action for quality or performance issues.

Enforce school-safe site practices, child safeguarding requirements and applicable statutory compliance. Escalate significant design, structural, safety or regulatory risks promptly.

3. Scope, Schedule, Commercial & Financial Discipline

Ensure strict adherence to approved project scope, specifications, quantities, budgets and timelines.

Route all variations and changes through the prescribed approval process before implementation.

Monitor planned versus actual milestones, project commitments, expenditure, forecasts to complete, contractor measurements and variation exposure.

Verify technical progress, measurements, quality and acceptance before recommending milestone payments.

Coordinate with Finance on project expenditure and financial controls while respecting the independent ownership of accounting, payments and fund utilisation certification.

Track procurement lead times, vendor deliveries, material availability and warranties.

Escalate delivery risks to leadership and relevant stakeholders at the earliest opportunity.

4. Documentation, Governance & Audit Readiness

Establish and implement structured project controls covering project approval, design and scope finalisation, procurement readiness, mobilisation, execution, pre-handover, handover and post-completion defect reviews.

Ensure Project Managers maintain accurate and timely site diaries, photographs, measurements, quality and safety records, change approvals, vendor documentation, school sign-offs and handover records.

Oversee the maintenance of centralised project records, action trackers, decision logs, progress dashboards, evidence registers and audit-ready closure files using Zoho or other approved project management systems.

Lead technical explanations during audits and ensure all supporting evidence is complete, accurate and traceable.

Coordinate with Procurement and Finance on audit requirements without assuming responsibility for financial ledger certification.

Maintain strong documentation discipline and prohibit backdated approvals or unsupported retrospective claims.

5. Team Leadership & Stakeholder Coordination

Lead, mentor and evaluate Project Managers through structured performance reviews, site assessments, technical coaching and measurable delivery outcomes.

Develop regional execution capacity, strengthen backup resources and improve team productivity.

Work closely with Partnerships, Planning & Budgeting, Procurement, Finance, Government and School Access teams, programme specialists, Impact & Evidence teams and Communications.

Ensure stakeholders receive accurate, approved project updates, verified progress evidence, risk alerts and handover information.

Build effective working relationships with school leaders, School Management Committees, contractors, local authorities and implementation partners.

Resolve project-level challenges while ensuring adherence to approved responsibilities and decision-making authority.
